Cleopatra Slot Review UK: RTP, Free Spins Value and Where to Play
Britain's £5 statutory stake cap does something here no other market
does: spread across 20 paylines it holds the line bet at
£0.25, and the 10,000× top award pays on the line bet — so the max win per spin
in a GB lobby is £2,500, or 500× a £5 spin, not 10,000× it.
The return is contested too. Twelve UKGC-licensed lobbies carry IGT's five-reel classic and
publish four different figures: 95.02%, Grosvenor 95.13%,
Mecca Bingo 94.02% on the same licence account as Grosvenor, Admiral
92.47% — and five publish nothing. The rule screen states 95.02%, reproduced at
95.025% by a reel-strip reconstruction.

A long readLobby pages read 3 August 2026Our score 7.2/10
The 10,000× is a line-bet figure, not a stake multiple. Britain's £5 cap across 20 lines holds the line bet at £0.25, so the max win per spin tops out at £2,500 — 500× a £5 spin, not 10,000× it. The max game-round win is a different figure and nobody publishes it: a bonus round adds up as many as 180 free spins, so it is not bounded by any single spin. The arithmetic.
Twelve UK lobbies, four different returns. Four print 95.02%, Grosvenor 95.13%, Mecca Bingo 94.02% on Grosvenor's own licence account, Admiral 92.47% — and five print nothing, which the disclosure rule permits. Read the number in the lobby you are sitting in.
The free-spins round decides the session. Three Sphinx scatters award 15 free spins with every win tripled; the trigger arrives about once in 138 spins and the round averages 16.83 spins. The base game drips small wins — hit frequency at 20 lines is 35.88%.
The top award is excluded from the 3× multiplier. Five Cleopatras stay flat at 10,000 × the line bet inside the bonus, and a line built only from Cleopatras gets no wild doubling either. Both sit in the rule screen, not on the lobby tile.
What the edge costs in pounds. On the 95.02% figure the house edge is 4.98% — every £100 cycled through the game carries an expected cost of £4.98, close to 1p a spin at the 20-line minimum of £0.20. Full arithmetic below.
04 Verdict
Who Cleopatra rewards, and who should skip it
Four UKGC-licensed brands publish 95.02% for this game; three others publish 95.13%, 94.02% and 92.47%. The rule screen and the reel-strip maths agree on 95.02%, so that is the figure this page is built on.

Read the rule screen before the reviews. At twenty lines Cleopatra hits on 35.88% of spins, so the base game drips small wins; the free-spins round decides the session, about once in 138. And the ceiling everyone misstates: the max win per spin is 10,000 × the line bet — £2,500 on a £5 spin under the GB cap, not 10,000× your stake. The max game-round win is a separate figure, and no source publishes one. Full arithmetic below.

Five reels, three rows, and a symbol set of scarabs, lotus flowers, gold cartouches and card royals under a sandstone frame. The art is of its era and does not pretend otherwise: no cinematic opening, no particle work, just a board you can read at a glance.
Legibility, chosen over spectacle.
A fanfare that outlived the cabinet
The free-spins cue is the part most players recognise before they recognise the reels, and it carried into the browser build intact. The base game is quieter than that reputation suggests, and in Britain it has to be: a return at or below your stake may not be celebrated.
Egypt as a paytable, not a story
No narrative is attempted; the theme works through the hierarchy instead. Cleopatra is the wild and the top pay, the Sphinx the scatter that opens the free spins. One oddity is worth taking into a session: the 9 pays for two of a kind, the 10, J, Q, K and A do not.
igt 201220 paylinessphinx scatterwins tripled
A drip, then one decisive round
Small wins land often — on 35.88% of spins at twenty lines — and they are correspondingly small, so the balance moves in inches. The session turns on the free spins: fifteen of them, every win tripled, roughly once in 138 spins, averaging 35.10× the total bet.
Why a 2012 slot still holds shelf space
Cleopatra sits in 41 of 148 GB casino lobbies, a long shelf life for a title of its age. It survives on familiarity and on one round every player can describe. What has not survived is agreement on what it returns.

Demo play uses play money and cannot pay out; the real-money route is under Where to play. The absence of a sign-up is a property of this page, not of the game — other sites gate the same demo behind an account.
The one thing a demo cannot rehearse is pace. International listings of this game still advertise Autoplay: Yes; a British build cannot carry it. The Commission's standards ban autoplay, ban turbo, quick spin and slam stop, and set a floor of 2.5 seconds between game cycles. Playing several slots side by side is out as well. The maths is identical worldwide; the rhythm of a British session is not.
Use it as you would the real thing: fix a line count, hold the stake steady, and count the spins before three Sphinx scatters land. The average wait is about 138 spins.

Four published returns, and a £2,500 ceiling
Twelve UKGC-licensed lobbies carry this game; seven print a return, and they disagree. The rule screen says 95.02%, the reconstruction reproduces it at 95.025%, and every figure below rests on that.

Why British lobbies quote different returns
1 · Two brands, one licence account, 1.11 points apart
Grosvenor Casinos publishes 95.13%; Mecca Bingo publishes 94.02%. Both trade as Rank Interactive (Gibraltar) Ltd on Gambling Commission account 57924, with identical artwork. One is plausibly a stale field, not a separate build; we cannot establish which, so we claim neither.
2 · A fourth figure, and five lobbies that publish none
Admiral Casino prints 92.47% and does name IGT. Five more publish no return figure, which is lawful: RTS 3C accepts a house edge or a win probability in its place. What the rule protects is that the information reaches you before you stake — withholding the RTP figure specifically is what it permits.
3 · Read the return in your own lobby
No review can tell you which figure your lobby is serving. Open the game, read the Return to Player line in its information panel, and let that govern.

The multiplier is per line, not per spinThe game's own rule screen is explicit: line wins multiply by the line bet, while five Sphinx pay 100 × the total bet. So five Cleopatra wilds pay 10,000 × the line bet — and the £5 cap over twenty lines holds a line at 25p, the per-line ceiling Mecca Bingo publishes outright.
The edge in pounds
The house edge is 4.98%, so £100 cycled costs an expected £4.98. The bonus lands about once in 138 spins: at 20p that wait costs £27.60 in turnover and returns 35.10 × the total bet, or £7.02. The same turnover at basic-strategy blackjack costs about £0.50 — see Why the Highest-Payout Slots Aren't Best.
07 Game inside
Fifteen free spins, every win tripled — with one exception
Three Sphinx scatters open the round and it retriggers. The exception is buried in the rules.
Feature
Fifteen spins at ×3, and the catch in the rules
Three or more Sphinx scatters award 15 free spins with every win tripled; scatters retrigger up to a 180-spin cap. The catch, confirmed in a UKGC operator's own game terms: five Cleopatra wilds — the top pay — is excluded from the ×3, and a line of only Cleopatras gets no wild doubling.
Rhythm
A base game that drips, a round that decides
At twenty lines something pays on 35.88% of spins; a separate run by the same lab lands at 35.8%. Outside the wild nothing pays above 750 × the line bet for five. NetBet and PlayOJO call it low to medium volatility, Paddy Power medium.
Which one
Several titles, one name
IGT has built the name out repeatedly — Cleopatra II, Cleopatra Gold, MegaJackpots Cleopatra and more. We publish no return for any: every figure found is single-source, conflicting by three points or more. What is on the record is qualitative — an IGT representative in a UK-facing forum put the original as paying smaller amounts more often, the sequel as bigger but rarer.
Eye of Cleopatra is a Pragmatic Play game, not an IGT one.
Turnover
Sizing a stake around a 1-in-138 wait
Work back from the trigger, not the budget: fifty spins usually buys base game only. At 20p, £100 is 500 spins. The British 2.5-second floor caps an hour near 1,440 spins — £288 of turnover, an expected cost of £14.34.
Cross-device
The same reels, fewer controls
It runs as an in-browser HTML5 build on phone and desktop alike; a 5×3 grid and twenty fixed lines survive portrait better than a tall modern engine. British builds drop autoplay, turbo and slam stop.
Art
A cabinet game, faithfully ported
Cleopatra came online in January 2012 and wears it: flat symbol art, a gold cartouche, the Eye of Ra and card ranks from the floor machine.
08 Symbols & paytable
One game, two different bet bases
The line symbols pay a multiple of your line bet. The Sphinx scatter pays a multiple of your total bet. Each table below names its own unit, because reading one as the other is where the published figures for this game go wrong.

Five scarabs against three Sphinxes
At the British maximum — £5 a spin across twenty lines, so £0.25 a line — five scarabs on a payline pay 750 × £0.25 = £187.50. Three Sphinxes anywhere on the reels pay 5 × the £5 total bet = £25, the same with one line active or twenty. One spin, two scales.

Only the highest combination in view is paid. Rule screen and a published reel-strip reconstruction, both read 3 August 2026.
The nine is the odd one out. Two matching symbols pay on the Cleopatra, the scarab, the lotus and the 9 — and on nothing else. The 10, J, Q, K and A all need three. The reel-strip combination table confirms it: a genuine design oddity, not a misprint.
The wild is equally particular. Cleopatra substitutes for everything except the Sphinx and doubles any win it completes — except a win made only of Cleopatras, which is paid straight, and two wilds on a line never compound. In the free spins that doubling stacks with the 3× for 6×, yet a wild-assisted five-scarab (750 to 4,500) still lands under the untripled top pay.

Terms re-read 3 August 2026Five checks, in order
We read the welcome terms at every UKGC-licensed lobby carrying Cleopatra, and not one of those offers is tied to this game. NetBet, Grosvenor and Unibet put their spins on Big Bass Splash; Virgin Games uses Game of Thrones; Admiral splits its between Feel the Flutter and Sizzling Hot Deluxe. Check which title the terms actually name, then price the offer on its own merits.
1 · Spin value basis
What we check: the per-spin value in £, whether it is set at the minimum stake or your last stake, and the game the terms actually name.
2 · Wagering multiple and base
What we check: the multiple, and whether it applies to winnings only or to deposit plus bonus — the same number, very different turnover.
3 · Game weighting
What we check: whether IGT slots contribute 100%, and whether Cleopatra appears on any excluded-games list — two separate documents at several operators.
4 · Expiry window
What we check: the hours or days on the spins themselves, and the separate clock on clearing the wagering — two deadlines, running at once.
5 · Max conversion cap
What we check: the cap in £ on convertible winnings, and whether it applies per offer or per round — the clause that collides with the headline.

Under two pounds of reward for sixty-six pounds of turnover: not a bad offer, a measurable one. Then read the conversion cap, because it meets this game head-on. A £100 cap on a 10p spin is a ceiling of 1,000× your spin value, and the max win per spin in a British lobby is already capped at £2,500 by the £5 stake rule. Bonus terms truncate the headline from one direction and the statutory cap from the other.
Next stepRun the five checks on the lobby’s own terms pageUKGC-licensed. Licence entry and terms re-read 3 August 2026.
One setting decides almost everything here: how many of the twenty lines you pay for.
1 · Play the demo above first
Same IGT build, play money. Learn where the twenty lines sit and what three Sphinx symbols look like when they drop.
2 · Set the paylines
Twenty is the default; the control steps through 1, 5, 9, 15 or 20, nothing in between. Cutting lines cuts your stake but cuts your strike rate harder — 35.88% hit frequency over twenty lines, 11.36% on one.
3 · Set the coin value, then confirm the £ total-bet field
Coin value × lines bought is what you commit, and only the total-bet field shows it. Britain caps that at £5 per game cycle, or £2 if you are 18 to 24 — so max-bet figures on international pages do not apply here.
4 · Read the return figure in the game-info panel
The whole point of the page. GB lobbies do not print the same number — four say 95.02%, others 95.13%, 94.02% or 92.47%, and five publish nothing. Trust the lobby you are in, not an article; see the maths.
5 · Set the deposit limit before you spin, not after
Since 31 October 2025 a GB operator puts the limit in front of you as the default choice — you actively decline it. Reality checks sit in the same panel.
6 · Budget for the wait, not the bonus
Three Sphinx scatters open the free spins about once in 138 spins. At the twenty-line minimum of £0.20 that wait averages £27.60 of turnover; the average bonus returns 35.10× the total bet, £7.02 at that stake.
Two rules explain most of the confusion. Lines run left to right from reel one, and the Cleopatra wild substitutes for everything except the Sphinx while doubling any win it completes — except a win made only of Cleopatras, which pays flat. Two wilds on one line do not compound. The Sphinx pays anywhere on the reels on your total bet, not a line bet, so cutting lines shrinks line coverage but not scatter coverage.

Spins, wagering and this game — what to read before you opt in
Not one UK welcome offer we opened is pointed at Cleopatra.
We read the offer pages alongside the game pages on 3 August 2026. NetBet, Grosvenor and Unibet aim their welcome spins at Big Bass Splash, Virgin Games at Game of Thrones, Admiral at Feel the Flutter and Sizzling Hot Deluxe. The question is not which bonus to claim for Cleopatra, but whether it counts.

A safe-play checklist for UK slots
1 · Find the account number — it sits in the footer, and the Gambling Commission’s public register turns it into a status, dates and — the field that actually resolves a brand — the licensed domain names.
2 · Check GamStop — every UKGC-licensed casino site of the kind listed here must be integrated with the national self-exclusion scheme under licence condition 3.5.5, so its absence is the tell.
3 · Credit cards are out — banned for GB gambling since 14 April 2020, including an e-wallet balance loaded from one; what is still accepted is on the operator’s own cashier page.
4 · Set the deposit limit at sign-up — the default choice since 31 October 2025, declined actively.
5 · Read the game-info panel — that lobby’s return figure and stake band, before the first spin.

The one win the 3× does not multiply
Five Cleopatras stays flat. Bonus wins are tripled — except the top line award, which pays 10,000 × the line bet untripled. Two players raised it independently.
A line of only Cleopatras is not doubled either. The wild doubles a win it completes, never one made of wilds alone. A UKGC operator’s terms confirm both.
Everything else carries it. A wild-assisted bonus win takes the doubling and the 3× together — six times the paytable figure.

6 · We open the safer-gambling tools from the account menu. What we check: deposit limits, reality checks, self-exclusion, how directly each is reached.
Method. Read the game’s own rule screen and every UK operator page named here on a dated visit, then set each published return beside the rule-screen figure so a reader can see which lobby prints what.
Disclosure. SLOTSGAMBLERS earns commission on tracked links; never on the score.
Method. Checked every rule this page states against its own source: the stake caps and the
instrument behind them, the autoplay, speed and disclosure standards, GamStop participation, and the
helpline numbers — each read on the regulator’s or the operator’s own page.
Method. Recomputed every figure the page prints: the bet basis behind the top award, the
£ ceiling under the GB stake cap, the return decomposition, the hit-rate ladder and the
worked bonus example — each derived from the published maths, never from play.
Method. Signs off what this page is allowed to claim: that a figure names the source that
published it, that an unverified number stays unprinted, and that a commercial link never changes
a score or a ranking.

Q
Question
Which RTP will I actually see at a UK casino?
NC
Nathalie CôtéMaths
Whatever your lobby’s game-info panel prints — that figure governs your session. NetBet and PlayOJO show 95.02%, Grosvenor 95.13%, Mecca 94.02%, Admiral 92.47%.
Q
Question
Is the 10,000× top prize really 10,000 times my stake?
CW
Claire WilsonReviewer
No — 10,000 × the line bet. Spread the £5 cap over 20 lines and the line bet is 25p, so the max win per spin here is £2,500.
Q
Question
Why does it feel slower than the version I played abroad?
AM
Andrew MurrayRules
British rules, not a different build: no autoplay (RTS 8A), no turbo (RTS 14E), 2.5 seconds between game cycles (RTS 14D).
Q
Question
Does any welcome offer here apply to Cleopatra?
CW
Claire WilsonReviewer
None that we read — NetBet, Grosvenor and Unibet run their spins on Big Bass Splash. Spins follow the titles named in the terms.
Q
Question
How do I check a casino’s licence before I deposit?
AM
Andrew MurrayRules
Take the account number from the site footer to the Gambling Commission’s public register, then read the domain names tab: trading names are often blank, but the brand’s domain is listed.

The British rule set
18+. Every lobby here holds a UKGC licence, and GamStop participation is mandatory for them (LCCP SR 3.5.5) — verify at gamblingcommission.gov.uk/public-register/.
Stakes capped at £5 per game cycle at 25 and over, £2 at 18–24 (SI 2025/215, 9 April and 21 May 2025) — which is why the max win per spin tops out at £2,500 across twenty lines.
A GB build: no autoplay (RTS 8A), no turbo or slam stop (RTS 14E), 2.5 seconds between game cycles (RTS 14D), no playing several games at once (RTS 14C), no celebrating a return at or below your stake (RTS 14F).
Credit cards banned for GB gambling since 14 April 2020 (LCCP 6.1.2), including e-wallets loaded from one.
Deposit limits default at sign-up since 31 October 2025 (RTS 12E); reality checks in the same panel (RTS 13B).

18 Frequently asked questions
What British players ask about Cleopatra
Live People Also Ask results, Great Britain, 3 August 2026.
01
What is the RTP of Cleopatra slot?
The rule screen prints 95.02%, reproduced by the reel-strip maths. UK lobbies also print 95.13%, 94.02% and 92.47%, five publish nothing, lawfully. A test house verifies it before launch, so read yours in the game panel.
02
How to win big on Cleopatra slots?
10,000 × the line bet, not the total. The £5 GB cap puts the line bet at 25p across 20 lines, so the max win per spin here is £2,500: 500× a £5 stake.
03
Where can I play Cleopatra?
At UKGC-licensed casinos: 41 of 148 GB lobbies carry it. The table above lists the ones we opened.
04
What slot pay out the most in the UK?
No single title: ceiling, hit pattern and bonus terms move the result as much as the percentage does. Our payout guide sets it out.
05
Which slot machine has the highest RTP?
Not this one: Cleopatra’s rule screen prints 95.02%, and its draw is the free-spins round, not the return. The same guide weighs it.
06
Who makes Cleopatra’s slot?
IGT — International Game Technology; browser build January 2012. Grosvenor, Mecca Bingo and Casumo do not name the studio.
07
What slot game is most likely to win?
Hit frequency answers this: at 20 lines Cleopatra returns something on 35.88% of spins, roughly one in three. Most are small.
08
Which slot has the most free spins?
15 free spins, every win tripled, retriggering to a 180-spin cap. Three or more Sphinx scatters start the round, which averages 16.83 spins.
09
Can you win big on free spins?
The 3× multiplier lifts every win except five Cleopatras, which pays its flat 10,000 × line bet. Wild-doubling plus the round gives 6×.
10
How many spins should you play on a slot machine?
Set a deposit limit rather than a spin target. The bonus arrives about once in 138 spins — roughly £27.60 of turnover at 20p.
